CGF means that has a phone,

CGFW means it has what'sScrap,

...the founder as requested by the then very cleaver and dedicated Station Commander of the South African Police Service of Middelburg Mpumalanga started this effort in 1996.


The request was to 'How crime be reduced by gleaning information off of the lowest level of street’. The idea was literally street ground zero, on-street information, by street people out of street people in a project called The CutCrime Effort.


This was at least relatively well supported by the Community Police Forum, the Chamber of Commerce & Industry and eventually the Local Municipality in those early times. That was the forerunner of DPS2 ToFix Diversified Parking Systems with Security

That generally the local municipalities do not even apply the smallest effort to even properly listen to the value that these services can offer.

3000 EXECUTIVE, EXECUTIVE SUMMARY.

Devising means of Locating people to assist in expanding a national network of people best known as 'car guards' is the start point.

Then Applying known Methodologies and having further technologies built to reduce crime is what the company is all about.

The founder firmly believes that there are three things that can radically reduce crime.

1) Access & collection of ground zero, crime related, information from people such as hawkers, hobos etc via the 'car guards'.

2) The ability to assess the possible intentions of possible criminals, well in advance, by checking on the possible history and legality of every vehicle entering any defined area. Because if an illegal vehicle is being used then it is most probably for illegal purposes. This checking is done via the 'car guards'.

3) IF and when my GSM management technological and Methodological abilities are allowed… …then… …getting away with doing almost any crime will be almost zero… …whenever and… …wherever, whenever & whatever…

Literally almost anywhere in the world that has an Early Warner & GSM Detector system set up.

But South African legislation does not allow that this information is collected and used. Hard to understand because it is actually public as it is publicly broadcast from the person in question.

Further to the above, the company developed, patented and applied Hand-Held Parking Meters as part of the information collection in 2000.

Str‍eetEyesServices can best be described: -as a provider of crime prevention technologies; -as sharing these technologies with any willing participating law enforcement authorities at no cost whatsoever; -as structuring the informal car guards into managed car guards that will then no longer be know as car guard but know as Str👁󰔞t Eyes; -creating entrepreneurial 'job' opportunities for about 700,000 people 'many between jobs' in the next year or so; -seeking to find 'Jock-Eyes' in every town or city or wherever to get this system up and running so as to help the poorest to reduce crime and restore their dignity in knowing they are veryVery important in crime reduction. Especially old veterans of whom many are struggling.


7100 TEACHING ESSENTIAL METHODOLOGIES TO THE "Jock-Eyes". Str‍eetEyesServices started in 1996 as CUT-Crime and was truly and humbly super successful. This is where the methodologies started to develop when first applied to empower the informal car guards. Just one example of this, only because it fortunately happened under a CCTV camera can be seen at ToFix Then much more methodologies were developed during the development, patenting & on street application of Hand-Held Parking Meters as part of the information collection in 2000. Expanded in about 2002 to all the towns just around Middelburg Mpumalang first. Then in about 2004 to Queenstown, Potchefstroom, Tzaneen & Ladysmith to test the more distant operation abilities. Then eventually in about 2006 there were about 25 towns, including the City of Cape Town as of 2005. Then in about 2009 the numbers started to be willingly reduced because of the failure of the authorities to do their required statutory obligations in law enforcement. As also reduced, unwillingly as well, as a result of internal blue collar crime and piracy.


7200 ENFORCEMENT DISCUSSION. The other limitations topics to be discussed later. The matter of the Total Lack of Enforcement is veryVeryVERY serious. I would estimate that much-Much-Much-MORE than a hundred million was lost due to just this. On the other side generally, once the Service was Becoming Well Known and Understood, there were manyManyMANY people that started paying willingly. This was because of the Good Service and Crime Reduction benefits. However there were those that openly boasted that they will never pay this nonsense. That continually got away with Not Paying. They did not want to pay mainly because they didn't really uMderStanD. Most of them Thought that the service belonged to the municipalities and, their then already disrespect for municipalities, was the main reason for the boycott. So it was eventually also thought by me that this was now become a rather unfair practice. Meaning the good people pay for the benefits of the Non-Payers. At the same time even the willing payers, now forgetting the previous high crime, started to also not want to pay. Remembering that the municipalities were also not at all willing to perform their statutory obligation and enforce payments. So systematically the 'Willing' payers feel abused and paying less and less… Feasibility was deteriorating. So the financial sustainability started getting difficult. Especially as excluding the hundreds of millions in unpaid parking fees… hundreds of millions were being paid to the municipalities. With no service from the municipalities. However because the founding of the service was/is/will remain crime reduction and prevention, the service was continued for too long and it depleted all of my, and even many other committed people's, resources. So this is why the new plan of ants2MoveTheNOT was compiled and a possibility of a funder is accepted. It must be noted: -that with the new plan there is much more expendable furtherance money to be made; -we had many funders in the past that made vast returns that can now do even better; -the returns start from day one; -these funders have all the capital back long before the then three year contract ends;

7300 CAPE TOWN EXAMPLE, of a type of incumbent factor. This was very interesting in that I landed the Cape Town contract. Due to having looked after my widowed mother of 86, for the past about 30 years, iii could not relocate to do it. Then the Director of Public Safety in the Municipality said he would resign and do Cape Town. Then the Captain of the SAPS Crime Information Analyst Centre also resigned and they joined forces. They knew the system well so they did well and were veryVeryVERY enthusiastic to get involved.

However they soon realized, after starting to make lots of money, that crime reduction wastes their Enormous Profit. In addition crime reduction is not so easy without their badge/tile. In addition the requirement of being more BEE orientated also reduced the Enormous Profit. So these were the initial factors that caused friction. Thereafter a lot happened that is not essential for now. But now thinking it will be put in an additional page on-line (ToFix). However the main factor around Cape Town is that the Municipality has on many occasions preferred the tenders that offered the most money To The Municipality instead of the Best Value To The Motorists & Public. Such a pity.


7400 BLUE COLLAR CRIME, was proven as a major incumbent factor. The people mentioned above in Cape Town were the biggest factor that ruined the improvement & expansion of the service. They have, fortunately, now retired rich, so at least they are no longer a Threat to the Betterment of this service.


7500 THE PIRACY, is another big incumbent factor. Literally from the beginning everyone in the parking industry just wanted to see how much and well they could pirate the patented Intellectual Property of Hand-Held Parking Meters. But they did not do their piracy very well and they struggled with the technology. As is the case even today because all the others systems are actually just Money Making Calculators with almost no added benefits.

However patent defense was useless as these actions were much too expensive. At the same time patent court cases can takes years whilst the vultures are keeping us busy and making more than enough money for as many court case extensions as required to avoid the outcome of the court case.
